Westchester is a nice, suburban area.
However those considering the idea of how far back this story takes place, pre-paid phones were looked down on as far as popularity goes. So when they ride through Westchester and they pull out their “Boost Mobile sim cards” he really means their pre-paid phones. And Boost Mobile used to be known for having notoriously shitty phones that were watered-down versions of their counterparts on on Verizon, AT&T, etc.
You know what they say:
You can take a nigga outta' the ghetto, but you can’t take the ghetto outta' a nigga.
