Even Marie Antoinette had a circus right before they behead her
The literal interpretation is Marie Antoinette, a French Queen that was killed in the beginnings of the French revolution- meeting hers end at the blade of Madame Guillotine.
The part about the circus , as far i am aware, is not literal but it would be a very something Marie would do. Her most famous (albeit unproven) phrase is , to a horde of people with no bread, ‘let them eat cake.’ This shows how out of touch she (supposedly) was with the population.
The metaphorical interpretation plays into the previous line. Ras Kass’s rivals, having dolled themselves up in jewellery and fine clothing are about to die. He has let them have such luxuries as a last enjoyment in their lives.
