Its never muted, in fact it's much louder where I'm from
Gangsta Rap has long been associated with black youth in America (specifically Compton, Kendrick’s city) as it pertains to crime and violence. Such behavior is commonly coined as being young and dumb.
“Music” here also refers to the general feeling of being young and frivolous. While teenagers all over the world make immature decisions, Kendrick thinks that it’s even more pronounced in his area (like the music is louder and more aggressive)
