Looting is the action of stealing items usually in a time of mass hysteria or panic… typically during hurricanes or something, but in this case, he could be referring
- To broke people robbing stores due to there own panic; starvation.
- People looting after a store has been shot up or something.
To fathom means to understand something.
So, Cassidy is trying to interpret a world in which is in complete peace, no crimes taking place… as he lists shootings, stabbings, and stealing. But it’s difficult to do for him, as he grew up in a crime ridden neighbourhood, and to add to that, movies are damn violent.
