This is an extension of the previous line where Jay mentions the poor hand he was dealt in life and how, at times, he’s even prayed to get what he want to no avail. This line, continuing his dialogue with God, drives at the heart of the song: Jay wasn’t dealt a good hand (heaven), he was dealt a bad hand (hell). And since he was given “hell” (born in Marcy, selling drugs, etc.) for a life, he’ll raise it until it’s “heaven” (Maybachs, nice homes, chilling in Paris with ‘Ye, etc.).
