Jay laments the way the rap game has changed since the glory days of Biggie and Wu-Tang.

Biggie died in 1997, the same year that Wu-Tang released “Triumph”. The video for “Triumph” opens with a fake news report about an invasion of killer bees (hence the second line):

We’ve just received a report that New York City is under attack by swarms of killer bees. They’ve been seen approaching from Brooklyn, The Bronx, Queens and Staten Island

It’s fair to say that New York’s domination of Hip Hop (re-established in 94 after a period of West Coast popularity) began to wane after this point. So in that sense Jay is correct — things done changed.
