I believe Jehovah Jireh
According to the Book of Genesis, Jehovah-jireh (Hebrew for “The Lord will provide”), was a place in the land of Moriah. It is the mount upon which Abraham nearly offered his son, Isaac, as a sacrifice to God. Abraham found a ram caught in a thicket and subsequently offered it instead of Isaac. Abraham viewed this ram as Jehovah’s provision and therefore named the place Jehovah-jireh. Ancient tradition links this location with the site of Solomon’s temple. Frank is trying to say that he believes in second chances.
Frank also sets up the central dichotomy between optimism and cynicism and where to find sources of optimism. It may be that Frank is a secular humanist swelling with love. Or maybe more literally he believes that either the God of the Abrahamic traditions or some other spiritual force will simply provide him what he needs.
