Unplug from the Matrix doctrine
Presidents sometimes have “doctrines,” like the Truman Doctrine which supported Greece and Turkey during the Cold War. Nas refers to Bush’s doctrine as the “matrix doctrine”—that is to say, if you make shit up people will believe it until they realize you’re lying.
If there’s no evidence you’re lying—e.g. if they’re convinced to watch Fox News and distrust other media, and Fox News doesn’t play anything critical, they’ll “enter the matrix” in which Bush doesn’t do anything wrong.
“Unplug,” of course, is a reference to the movie and the act of removing yourself from the false reality created by the machines.
