Frank is illustrating the impermanent and brief nature of existence. Beasts representing all the animals on Earth, including man!
Frank paints a pretty depressing picture of human existence, one that seems to resonate with the famous words of Thomas Hobbes when describing life in the ‘State of Nature’, a life which is “solitary, poor, nasty, brutish, and short.” The ‘beast’ (ie, us) spends its life in submission and being oppressed — crawling — and is granted no reprieve, not even in death, as he is ripped apart by the vultures once he has fallen.
