In the Indian city Calcutta (Kolkata) which is predominantly Hindu, the cow is revered.
An alternative reading of this line could include the fact that the city of Calcutta became a centre of the Indian independence movement, especially for revolutionary organisations. In other words the city wouldn’t bow down to British imperialist rule.
Also, keeping in mind Lupe’s support for Occupy Wall Street, he could mean the Wall Street Bull, a “symbol of aggressive financial optimism and prosperity”, that OWS argued was the cause of the financial crisis
