Julius Caesar was not a king (he actually declined a crown when it was offered to him), but was one of Rome’s most famous generals, and served as a semi-permanent dictator from 49 B.C. until his death in 44 B.C. “Caesar” was a family name, and referred to an ancestor who was born from a caesarian section. But his “heir” Ocavian adopted the name after Caesar’s assassination to exploit its fame and popularity, and thereafter every Roman emperor called himself “Caesar.” This became “Kaiser” in Germany, “Czar” in Russia, etc.
