Air pumps were a popular shoe style in the 1990’s. When shoes like this get old/worn out, they begin to “hiss” with every step because of the “pump” area in the heel pushing air out. The beat is thumping and hissing like someone stomping with a pair of these oversized Air Pumps on.

This may connect to the later line about “blowing him out of his shoes”, i.e., he’s murdering the beat that he’s been describing in this last ¼th or so of the verse.
