This phrase and other variants are often used by rappers to start off a song. It’s become sort of a hip hop meme. Spoonie G might have been the first to use it in this very song.
However, it seems that the phrase might be a reference to Carl Perkins’ 1955 Blue Suede Shoes, later made famous by Elvis, which begins with the line “One for the money, two for the show, Three to get ready, now go, cat, go”.
