Loc originally stood for Legions of Crips — later expanded to mean someone local or someone instrumental in gang culture — a G.

So the line, read one way, means ‘Look at me, I’m the best to ever write a rap’.

But ‘Focus on the loc, I’ could be heard ‘Focussed on the loci’ — i.e. Jay is concentrating on where he needs to be, hence he is ‘the greatest nigga that wrote it’.

Jay is also literally applauding himself in this verse for the continuous use of double entendre throughout the entire verse. He is literally asking the listener to focus on the ‘loci’ — as heard, the location of these rhymes to find the veiled meanings… It is a nod to his lyrical prowess, he knows what he did with the verse now it’s up to the listener to decipher it…..
