A Class E felony is among the least serious in the New York penal code, carrying a penalty of up to 15 years. Mos here remarks on the wildly disproportionate and overly harsh sentences meted out to blacks since the punitive sentencing reforms of the 1980s, and perhaps casts a sideways glance at Death Row Records as well.
