Meaning

As Thomas Jefferson said, “the tree of liberty must be refreshed, from time to time, with the blood of patriots and tyrants”. Heaven and war are contradictions to one another because one is a beautiful and “good” while the other is necessary evil.

Frank stresses that he believes in a Heaven in the afterlife, while purposely replacing Hell with war. He believes that the closest we will all get to Hell is on this planet, enduring earthly negativity, as opposed to eternal punishment for mistakes any replaced soul would have also made.
