Jay-Z comments that the powers that be like to come down hard on minorities who start making a lot of money. When something is jammed it loses its function, Jay is saying that all the bread (money) he is getting inspires haters who want to stop his progression. Notice the wordplay with bread and jam. It isn’t uncommon to spread jam on your bread before eating it.

This song was released to oppose Florida Senator Marco Rubio who wants to know why Jay-Z and Beyonce were in Cuba.

The “try to jam you” is in reference to the previous line about radio scanners. Scanners get “jammed” by sometimes illegal devices so that they won’t work.
