Low-end refers to the stretch of Chicago from State St. to the lake, north of 47th St. up to the near south side, primarily the Washington Park area. The name comes from the low street numbers up there. Low-end used to be a really rough part of town, but now it’s not so bad. There’s businesses and not as much violence as there is further south
It also refers to his friends' financial status. He’s got friends who don’t have much and in the next lines he tells us he has friends with a lot of money too.
