As referenced to Chance’s hometown, Chicago is more known for it’s frequent violent crimes, sparing not even kids from the inner-city dangers.

"They” can refer to two groups:
1. The people who live there, who refuse to talk to police or media about what goes on.
2. The media itself, which chooses to ignore the plight of those in violent neighborhoods, and the kids who are forced to grow up there. This meaning is expanded upon in the next few line. Chance is saying that where many kids are growing up is so horrible that the news is both scared and refuses to report on happenings in that area.
