You see it's broke nigga racism
That's that "Don't touch anything in the store"
And it's rich nigga racism
That's that "Come in, please buy more"

from Kanye West (Ft. Frank Ocean) – New Slaves Lyrics on Rap Genius

Meaning

Ye details the full spectrum of racism he’s encountered. Prior to his success, Ye was told not to touch anything in stores because he was stereotyped as a black man who probably just wanted to steal something.

Now that he’s rich and famous they want/need him in their store to “buy more”, because this time he is being stereotyped as the black man that makes some money then blows it all on the “Bentleys, fur coats, and diamond chains” in the next line.

Notice that this is a deep critique to how the black men will always be criticized no matter how good or bad he is: damned if you do, damned if you don’t.
