Here Tyler is likely saying that “the black kids” never wanted to read cooking books because they didn’t have food to eat
The “black kids” he’s referring to are lower-class inner city folk, notorious for their sub-average performance in school (hence, the never wanting to read)
This is also a possible reference to “bake n' baking,” or the practice of cooking pot into food.
Chris Rock also noted that “niggas” hate books.
Or he could be talking about how crack in america was supposedly unleashed by the CIA (Iran contra, etc.) and the young inner-city black kids used it to make money off cooking it (cooking books..) and selling it, ultimately regretting destroying their communities.
