Peter Popoff off robbing people for hope money
Peter Popff was a famous television pastor that claimed he got messages from God and sold out shows for faith healings. In the late 1980’s he was discovered to be a fraud.
Like Peter Popoff, J. Cole, in a sense makes a living by selling hope. The only difference is that Cole is not a fraud. Since J. Cole himself, when he was broke and living with his mom, was inspired by his favorite rappers who provided him with a similar sense of hope and connection, it makes sense that J. Cole does the same thing to people who are in the same position he used to be in.
This line also references back to the Kerney Sermon Interlude almost in a cynical manner.
