In many households that have a low socioeconomic standing, mothers can’t really teach their kids to save money because the mothers' inability to save money is what got them into the situation in the first place. It’s that she, like many other single parents in the hood, literally have no money left to save once they pay all their basic expenses. This is the definition of living “paycheck to paycheck.” Being so broke that you have nothing left for yourself at the end of the day and thus nothing to “save” with.
This line also may be a reference to a song later on the album called “Rich Niggaz” in which he says,
