A lion knows who it is so it doesn’t need to listen to the opinion of sheep; which are weaker than the lion. For you to think about what a lame thinks, it would only forfeit your place, power, and authority that you were given.
It could also allude to the “sheep” being people who are submissive, easily led, adapt to social norms, etc.
