He talks about African Americans who are now successful celebrating on big yachts pouring champagne in the water
Reminds us it was this same water that brought Africans over originally as slaves.
Ocean wants the successful black people to pour some champagne in the water to pay homage to his ancestors that died there in the aforementioned lines.
The act of pouring a liquid in memory of dead ancestors and comrades is called libation, and was practiced in many cultures (including the various tribes from which African slaves originated).
In addition, water is a basic necessity to life. Adding champagne to the water could be a metaphor for adding luxury to life.
2Pac famously poured out a little liquor for the homies. For some Pac fans, this is instantly evocative of that song and line.
