Meaning

The lumpy chump is Cleveland Jr.

“Out of place” is a reference to Darius Rucker. In the ‘90s, Rucker was the lead singer of Hootie & the Blowfish, one of the most popular, and by all accounts worst, alternative rock bands ever. Rucker was “Hootie” in the same sense that Debbie Harrie is “Blondie.”

More recently, Rucker has started a solo career as a country & western artist. Kenny West says that Cleveland Jr. is “out of place like Hootie singing country” because it’s unusual to see an African-American man in the modern country scene.
