Chino may also refer to Al Pacino — Snoop stating he has a house next door to him (i.e. he’s rich and famous)
Snoop is also noting that the house allows him to overlook the California Institution for Men penal facility, located in Chino. The law was keeping an eye on Snoop from all angles, but this way Snoop was also watching them.
