Meaning

This is in reference to the Shiny Suit Era of New York Hip-Hop, roughly around 1996-99 when Puffy and Ma$e were at the forefront. In the bars before and after this line, Joe is dedicating the song to these prominent New York people and times; but he’s saying this song is not dedicated to the Shiny Suit era. Also this could be heard as a dig at Jay Electronica — one of his most popular songs is “Shiny Suit Theory,” the collaborator in which Budden mentions in the next line

The implication here is that Joe isn’t dressing (his raps) up (“shiny suit”), he’s just straight spitting and letting the music speak for itself

Also, Budden is obviously contrasting Electronica with the other artists he mentioned in the surrounding bars like Nas, The Notorious B.I.G., and Jay-Z, claiming that Electronica isn’t on their level
