Budden is basically saying Kendrick didn’t bring anything to the table in his verse on “Control” that hadn’t been done, or was essential to hip-hop. The only thing he took away is that he didn’t give him or the Slaughterhouse camp any love.
Also,the use of the word overview might have a double meaning. He is saying overview as in his review of the verse, but also literally viewing from above. This is similar to his using of Meek Mill’s own line against him, “Nigga it’s levels to this, dog you said it yourself.” One of Joe Budden’s main points on this freestyle is that it was premature for Kendrick to proclaim himself a legend, and you have to work your way up to greatness.
