“Sing” refers to a character in The Notorious B.I.G.’s “Somebody Gotta Die” song; off his “Life After Death” album. “Sing” used to sling on the 16th floor in the plot of the story. Sing informs Big that their mutual friend “C-Rock” just got shot and that he knows where the perpetrators are to plot and get their revenge for the shooting. Towards the end of the song, before exacting their revenge on “Jason” the person responsible for shooting their friend “C-Rock”, Biggie recites “Pass the Chocolate Thai, Sing ain’t liethere’s Jason with his back to me, talking to his faculty.".

So at the begining of this verse on “Public Service Announcement”, Jay-Z references another one of his pal The Notorious B.I.G.’s bars and begins his verse with “Sing Ain’t Lie…”
