Meaning

NBA Jam, one of the most popular video games of 1994, featured two-on-two basketball games, with the best two/three players from each team representing that team. The style of play was heavily influenced by street ball — lots of three pointers and spectacular dunks.

After making three consecutive shots, your character would be “on fire,” at which point the ball would emit flames/smoke whenever the character touched it. It was more or less impossible for that character to miss a shot during his time-limited period of being “on fire.”
