Similar to the sentiment of the opening lines of LL Cool J’s Mama Said Knock You Out. Talib’s movie never stopped, ie. his career was never on hold. The frame just changed over — there was a pause not a halt.
Also referring to passing down the torch of hip hop. Hip hop never ends, it just changes as different people take over.
This line also works with the preceding line about Fight Club and the following line about The Hangover. Both are references to movies, and “the frame changed over” from one movie to the next without stopping.
