Jay is stating he is as tough as ever, but with more luxuries. He has been “driving Lexus since ‘94”, so the “dude with the Lexus” is his young self. “Fast-forward” also means to steal. Back in his hustling days, he would snatch “the jewels and the necklace” and then resell them or pawn them.
At the same time, Jay wants you to “fast-forward” from his young self to his current self, drenched with jewels and necklaces.
So he’s effectively going to give you the best of his young self, all the way to the best of his current self.
