Continuing with the metaphor of it not raining in Southern California, he’s saying that he’s now in a happy place (possibly Orange? County… pun intended).

Looking at it more literally, this basically means that he’s a guy who doesn’t normally show that much emotion; guys generally aren’t as known for showing as much emotion as much as women. Despite all of that, he still weeps on the thought of his significant other.

Notice the “wordplay” of his use of words: my eyes don’t “shed tears” but… they “pour”.

Now that Frank’s come out, it’s clear the “boy” here is more than just an “oh boy”. There’s also the old joke from the Mamas and the Papas:

“It never rains in Southern California, but man it pours.”
