While that would be revealing if the line is about him currently, I actually think it’s more about him in the past or other young men in the hood, Jay has often rapped about the press or president (any president at the time) not caring about murder, crime and poverty in his neighborhood. Almost reminiscent to what he was saying in Minority Report.
