When someone is charged with a crime and is convicted in court, they have a chance to challenge the decision of the judge or jury with an “appeal.” If they also lose in appeals court then as J says, “it’s back to the cell, back to hell,” meaning they have to go back to jail.
This is wordplay on the previous line where J. Cole says “phony niggas lose their appeal.”
