The “shrine in Peru” he’s referring to is Machu Picchu, which is believed to have been built as a monument to the sun gods of the Inca culture. Thus it makes sense that one would want to “shine” like the sun, the object which these deities personify.
If one considers that he was taught by the 5 Percenters this could be a reference to the presence of Africans in South America before Columbus. Take it literally. These Africans who brought the ancient knowledge to Peru and South America in general were considered Gods and you find them and their Images in Shrines in Peru. They have typical African facial features. That would explain that now he, Jay Electronica being of Afro-American origin, shines like a shrine in Peru being enlightened to that fact that the Africans brought their knowledge to the Indigenous cultures of South America.
