Meek is from the hood which is very violent, filled with gangs and regular fights/shootings. He is saying when he returns to the hood he is from, he is gonna ask who got “whacked”(killed) since he knows there is a high chance of someone got whacked. PHILLY ALL DAY!

Meek could also be implying that when he returns to the hood, everybody screams “Who got whacked?!!?” because they know Meek is a killer, and if he returns to the trap he most certainly came to take somebody out.
