Meaning
Two references to the English punk band, the Sex Pistols in these lines, one directly by name and one referencing their only studio album ‘Never mind the Bollocks, Here’s the Sex Pistols’.

He also uses the term “sex pistol’s bullets” to represent his balls (dick=gun|balls=ammo). He’s saying that the tabloids can’t decide whether they’re for or against him like they’re on his nuts and then off it again.
