Starting the first and third lines with “one [pause]” and “seven [pause],” respectively, Wayne is slyly shouting out his old New Orleans neighborhood, the 17th ward.

Referring to drugs, in accord with Lays' chips slogan “I bet you can’t eat just one,” Wayne can’t just have one hit, one sip, one pill, etc.
