Probably, possibly a mockery of monarchy
Could be, intentionally or not, a reference to Machiavelli’s The Prince. In this work he writes to the new prince of Florence, Lorenzo de Medici, encouraging him to be ruthless and violent while outwardly portraying himself as benevolent and kind. Many (including Rousseau) have suggested that The Prince is actually intended to be a sarcastic piece meant to mock Lorenzo and the Medici family, as Machiavelli was actually a supporter of a republican government as shown by his later works. Hence, The Prince was “probably ,possibly a mockery of monarchy”.
Makes sense, especially with the next line about Cournot and the last about “bogus philosophies”.
