M.I.A. has said this song was inspired by the TV series The Wire. On the show, the drug dealing characters communicate with prepaid cell-phones; indeed, a “burner” is a throwaway cell phone, and normally would be a prepaid phone. That is, it’s a cellphone that you would use to communicate for the purpose of criminal enterprise and then throw away if you want to or need to. The phones would then be destroyed to prevent themselves from having a phone that could connect them to a crime.
Other times, people will use them for routine communication between contacts, and dispose of the phone discreetly should a contact become compromised, which is very common for those involved in the black market.
