Double meaning on “ruff” as in the ruffneck and just being rough, like tough and such. And if he’s not rough then he’s not good for MC Lyte.
The next couple lines talk about how nothing goes down, fighting and such, if her ruffneck is around. And for the “going up” line, i think it can refer to nobody lights up because her ruffneck got the connect, or his gangs wont through up signs (due to fear) if her ruffneck isn’t in town. Either way, you get the point.
