“Welcome to Sinville where niggas on base”. He is saying people in his hometown of Fayetteville people are doing amphetamine which is a scientific term for Base. Base can refer to other drugs as well. Futhermore, “on base” can also refers to the large military population in Fayetteville, North Carolina, in which J. Cole hails from. This may seem slightly out of place, unless one pictures the drug users being reckless and doing their drugs while they can easily be caught.
“Shit is looking like an infield” means that when they’re on “base”, their brain and vision is affected by it. A reference to the infield in baseball, which contains the bases. Everyone is on a base, trying to run out the player. In Sinville, everyone is on base and thus hallucinates, seeing many people. Also, unlike the outfield which is covered in lush grass, the infield is covered with dirt. Ironic.
“High as a Sprint bill”. Sprint’s phone bills are high in some cases (very expensive) but here Cole is referring to being high as being under the influence of drugs.
