But I'm just a hustler disguised as a rapper
In fact you can't fit this hustle inside of a wrapper

from Jay Z – The Prelude Lyrics on Rap Genius

Meaning

he is really a hustler or someone who knows how to make money and his current hustle is rap. in fact he is much to big of a hustler/entrepreneur to ever just be a rapper. rap was always a means to an end.

In reference to the line “can’t fit this hustle inside a wrapper” could also mean his hustling go beyond rapping, his is unlimited and ceases every opportunity he gets to make money. It could also link in with the internet downloads referenced in the previous lines, he evolves with the game and Is not stagnant , he will still sell and make good music even though it’s not “wrapped” like a new CD would be. I would say this qualifies as double entendre

Jay has made mention of that fact that he’s not just a rapper before. In the Blue Print’s Heart Of The City (Ain’t No Love) he says “I thought I told you cats, I’m not a rapper.”
