Uptown NYC is a very fashion-minded neighborhood with little tourism. Being a fashion connoisseur himself, Drake must spend a lot of time in the Uptown area. There is also a large Dominican population in Upper Manhattan, which Drake alludes to in the following lines. Specifically he probably means Washington Heights or the upper-western side of Manhattan, where there are mostly Dominican women, or the Spanish Harlem, which consists predominantly of Puerto Rican girls. It’s typical for guys with money and or a nice car or bike to drive around in these neighborhoods as there are usually tons of beautiful Spanish women just hanging out on the street.
