Meaning

The taxi driver speaks Arabic, and he probably is of an Islamic background — the phrase “Allahu Akbar” is a Muslim prayer, “God is Great”. Many people from parts of Africa like Senegal and Morocco (predominantly Muslim populations) who come to the United States go into the taxi business, so Frank running into this Muslim cab driver is no coincidence but instead is common in the U.S.

The taxi driver says ‘god is great’, perhaps also because he is genuinely concerned for Frank and doesn’t know any other way to help him. Frank Ocean says ‘don’t curse me’ perhaps because he doesn’t understand that this is a prayer.. or because he has decided some religion is “bad”, non-productive. He might suspect the driver uses Allah as a shield against this emotional wreck no taxi driver wants to deal with. But the taxi driver tells him he ‘needs prayer’ — it might be the most helpful thing for Frank at that moment.
