Frank’s brother — whether his actual brother or the colloquial term for another black male— was shot and this song is for him. Orion also references his brother. This, again, brings the song full circle, as it relates to the first line of drug addicts meaning little to nothing to scoiety.
Frank is also pointing out the fact that if a black man is shot, he gets a lot less media attention than if a cop — crooked or otherwise — is shot. For cops, they send out hundreds looking for the shooter, but there is no justice for the shooting of a black man.
It’s hypocrisy considering the terrible influence crooked cops have on the community. The cop becomes a martyr even though he is part and parcel of the problem.
