Rush hour has busy traffic, so he’s telling the taxi driver that he can take the streets, so that he can have time to talk and get his emotions out. He could also be referring to the society (drivers around him) as demons trying to chase his belief, and wants his personal space to reflect.
He feels like he is always running from the truth. No matter what he does he can’t get out of his own mind and skin.
He knows his secrets are going to catch up, and he is just trying to escape his judgement day for a little longer. The secrets and lies have all added up to a state of rush hour in Frank’s own head too.
