“Shuckin and jivin” is referring to a slave tradition of entertaining the slave masters or overseers through singing, dancing and playing instruments. Slaves were only viewed as entertainers, field hands, servants etc. This could be a comment on how controlling a drug addiction can be.
He continues to say “stealing and robbing” alongside with the former to explain how “crackheads” will do anything for the next hit once addicted. It gets so bad their families dont want them at family functions or holding their babies.
Frank is painting of a picture of someone exhibiting fiend or addict behavior, so much so that its beginning to interfere with their personal life. They’ll basically do anything including perform, clown, steal and rob to get whatever it is their addicted to. So much so that they’re not trusted by their own family members.
